After a swift reply from Jim to correct the errors that were made in handling my case and make good on their end, I am updating my reply.
Jim not only made a genuine apology to me, but took swift action in correcting the mistakes that were made in handling my case, including dismissing two employees who were involved. Where I am from, that is exactly what would have happened, and so for this he immediately regained my trust.
Finding the person I needed to serve the TRO was not easy. Jim kept me updated with phone calls all the way up to the end, assuring me that he would see that the TRO would be served and all loose ends tied up.
I said in my initial review that we are all human and sometimes make mistakes. It's what we do to correct those mistakes that matters. Jim and his team were 100% professional. Whereas my initial experience was extraordinarily disappointing, it is now extraordinarily impressed.
Should I be in need of services like this again, Excell will absolutely will be my first call.

I chose this business after reading nothing but 5 star reviews. My experience has been significantly less than that.
I contacted Excell on April 27 to serve a Temporary Restraining Order (TRO). A man I spoke with who did not give his name quoted me about $130-150 and said they would work aggressively to serve the TRO ("we bang on doors and talk to neighbors"). Later that day I was contacted by Fernando, who was very friendly. He quoted me upwards of $300 for the same job. When I asked why I had been quoted two significantly different prices, he assured me to not worry and that it would likely be the lesser amount given that I had supplied Excell with ample information (name, DOB, address, DL number) to locate the individual to be served.
On April 28 I received an invoice from Process Server One to pay $130.55 and did so immediately. I felt confident given the turnaround time from when I spoke with two employees and when I was charged that the job would be done shortly thereafter.
Over one week later, on May 7, I received a payment receipt from Excell Investigations for the amount of $309.00, which included a 3% credit card fee. At no point was I contacted between April 27 and May 7. My total charge was up to $439.55. I texted Fernando asking to clear up why I had been charged so much for a single process service. He directed me to talk with his "operations manager" Jim, whom I called.
Jim told me that he is the owner of both Excell Investigations and Process Server One, and to "not worry about the money" as whatever overcharges would be reversed, and the job of serving the TRO would be handled expediently. He asked me to forward the invoices to his email address, and I did so within five minutes of our call.
From looking at my credit card statement later, I learned that on May 8 (the day after I spoke with Jim) I was charged for a THIRD TIME in the amount of $156.30, for which I received no invoice nor payment receipt. My current payments for a process service to serve one TRO to one individual is now at a grand total of $595.85. I emailed Jim at 9am May 10 asking for his help to clear up the overcharges and get an update on the TRO being served. 40 minutes later, I was cc'd on an email wherein he asked another employee to follow up.
That employee (Andria, located in Colorado), sent me two separate emails that had only attachments. The first included details of the two attempts that were made to serve the person who I have filed the TRO against. The second email included a Non-Service Report for $125.
I then emailed a reply to both Andria and Jim asking them to confirm if this meant that only two attempts were made to serve the TRO (at 8:29 am and 2:26pm), and inquired about the amount I had been charged. To his credit, Jim promptly replied to "please refund" me, and that three more attempts would be made at no cost. Three days later, I received no email regarding this refund, nor did I see a credit back to my credit card. Today I followed up with yet another email at 7am, this time attaching the updated TRO form with the new court date to have the party served.
As of this writing -- nine hours after my last email -- I have not received a reply from either Jim or Andria, nor have I received a refund. I have since disputed all charges with my credit card company as the service was not rendered.
So, to sum up: in seeking the service of this highly-rated business to serve a single TRO, I was charged a total of $595.85 in three payments to two separate companies. Two attempts were made to serve the TRO, at 8:29am and three days later at 2:26pm. Why were these attempts made when a person is least-likely to be home? How about coming before the average person has already left for work or around/after dinner time? But what do I know, I'm just a regular guy, far from a seasoned investigator with decades of experience and a multitude of employees.
Anyone who has to reach out to a private investigator is obviously in a bind and in need of some special service. We are all humans. Most of us are doing the best we can. I understand that some businesses hit bumps in the road, but the lack of coordination and communication here has left a very bad taste in my mouth. If you need someone found they can do it. If they subcontract out your work that is another story but they do find people. Otherwise, they are a 5-star. They are good for hard to serve people.

This place is absolutely fake AF at least for the surveillance part I asked for. They said they did there job and in fact they didn't. I had her location the whole time and they really thought they can play me for my hard earned money. Don't trust this company I can bet these reviews are from friends and family not real people!!

We tried to contact this person and resolve this matter without success. This is a false and fake review. This person is not a client. He tried to hire us to do surveillance on his girlfriend. He was sent an invoice and never paid the invoice to hire us. Then he told us he hacked her phone and computer and installed tracking software and put a tracker on her car. We told him we could not help him as this was a crime and illegal. He became mad and hung up then posted this a inaccurate review. We have had no choice but to notify his girlfriend of the activity and we had to file a police report to document this crime. In addition, we will have no chose but to file a lawsuit again him in the next few days to have the court help us resolve this matter. We have notified the girlfriend who is a victim she will need to testify.

I was getting some bizarre transactions when checking my bank account online, and I had also been getting ultimatum letters from some places of business I would never even consider even going to. This being said, I had remembered a transaction that I had made about a month or two prior at a place in Torrance that just didn't seem right... normally I am quite vigilant over conducting any form of business, but I'll admit that I was had this time around.
After the painstaking routine of having to contact my bank and credit agencies of fraud, I began narrowing down some possibilities on how my identity could have been stolen, and it all pointed to this business in Torrance.
I wanted to really dive down into finding out what the hell was going on, so I asked a few people what route I could take. One friend suggested I look into a private investigator, and Excell Investigation in Downey was recommended to me.
I did call some other agencies, just for the sake of consultations/pricing and finding out whom and what I'd be dealing with. Honestly, when I called these other places, and asked to speak with an experienced investigator, most of them came across as being rather arrogant. It seemed to be a real burden to them to even consider looking into the issue I brought up to them. But when I had spoken to Nizar Milbes at Excell, he was clearly someone who knew what he was talking about. He was really well versed with various investigation techniques, and super professional about it.
Not only was Nizar a wizard in this sort of field, but he was super cool and provided excellent customer service. He even kept me completely up to date on the investigation. And there were results!
I managed to get the evidence I needed to go after that business for willingly using my card information for their own use, and took them to court. They had no chance, and wanted to settle immediately. I got the money back that they had been wrongfully "charging" me, and while I would have liked to have left them a really bad Yelp review, they're gone. Apparently they closed down a little while back. So good riddance to them (although they'll probably try something shady later on somewhere else). I've been looking my biological father most of my life. I found my half sisters a couple years ago through ancestry.com and they refused to give me information about him. I tried different things including pay sites to track him down with no luck...
I called Nizar Milbes and though some very clever means, Mr Milbes found him in ONE day. I thought it would be impossible!!

My wife was in a car accident. The on-site police officer worte the traffic report incorrectly, evaluated the scene incorrectly and worte the statement of an eye-witness incorrectly... the officer got the witness phone number incorrectly so my insurance company couldn't even get in contact with the witness!
We would have accepted the report if it wasn't so blatantly against all common sense. Seriously, it had to be a rookie police officer probably a "D" student in highschool?
We needed someone to get an accurate statement from the witness. This is where Chris (private Investigator) came in to the picture. First, his response time was very impressive. His availability to pick up our phone calls was very impressive. If he didn't pick up, he would get back to me within a couple minutes. He did what he said he was going to do... which was to take a thorough report of the witness. There's a reason why this company has such great reviews.

I highly recommend Excell Investigations if you need to find a missing person or just locate someone. I used Excell to help find my son who was missing and Fernando Villa did an excellent job helping to find my son and was very detailed, and persistent in his search efforts. Most importantly he seemed to genuinely care about the well being of my son and demonstrated passion in finding him and getting him home. If you need to find anyone I highly recommend Excell and Fernando specifically. Thanks Fernando for working hard to ensure a positive outcome for my son. I feel blessed that he is ok now.
