East Central Illinois Community Action Agency has provided the opportunity for individuals and families to attain and experience the power of self-sufficiency. 

Community Services Block Grant (CSBG) services are designed to help families overcome immediate crisis and obtain self-sufficiency. Specific services offered through CSBG are determined annually and are based on a community needs assessments.

We believe in the rich history of our Agency and what we do every day to improve the lives of people with low incomes and the communities in which they live.  We strive to make that difference every day.

Weatherization (WX) services assist qualified homeowners and renters to make upgrades to their heating plans, and implement energy conservation measures to help the household save on winter heating costs. Studies have shown that the typical house, after weatherization, saves 20% per year on heating costs.

The East Central Illinois Community Action Agency’s mission is to eradicate poverty; engage, empower, and enrich individuals, families, and communities to become self-sufficient by providing information, training, education  and partnership services.

Low Income Home Water Assistance Program (LIHWAP) dollars are available to assist. This program provides restoration, prevent disconnection and reduce arrearages of household water services. Income eligible households with water services arrearages of $250 or more should apply. Customers must have the water account in their name. Income eligibility is set at up to 200% of the federal poverty guidelines.

SNAP – ECICAA has begun this program to provide specialized assistance to individuals and families receiving SNAP benefits who experience a barrier to gaining employment or who are at risk of homelessness. These funds are available are available to anyone on SNAP who would benefit from barrier reduction support.
